Postal Office (mail system)

The idea behind this system is allow players to send a mail/postcard to players that are offline. It would be useful for cases where two players have been cruising together but don't know the discord/steam of the other person.

• There's going to be a physical location players can go to - to send a mail to offline players.
  • Perhaps this can be done insim wise by storing a list of recent players in the session? (note to self)
• This would allow for an extra job location target.
