Impound Lot

Players get automatically teleported to an impound lot when:

• They don't have enough money to pay for insurance
• The vehicle has been seized

When a player got their vehicle seized, and they only have 1 vehicle - they're gonna have to use a fallback vehicle:

• This vehicle can be UF1
• This vehicle can be a hardcoded mod, like INVALIDKA.
• A singular vehicle of the week can be used as a fallback vehicle.
